    Our Small Business Subcontracting Summit is tackling the big issues. Set-Aside Alert and the National Federal Contractors Association (NaFCA) sponsored their second solutions summit on Wednesday, November 9th.

  • Have you and your staff thrown a lot of time and effort into proposal development with a prime and then been "left at the altar"?
  • Did your quals help the prime win that contract, only to find that he's decided to do the work in-house?
  • Have your proposed rates been used to negotiate with another sub?
  • Have you signed NDAs and teaming agreements and then been refused a subcontract?
  • Or been flimflammed out of your share?
  • Are you tired of hearing the excuse that there is no "privity"?
  • Does anyone know or care how well primes are doing against their subcontracting plans?
    Here's your chance to make a difference! This Summit brings together small business owners and execs, association leaders, prime contractors and government representatives to develop solutions to the subcontracting issues, and act upon the findings.

The agenda of the November 9 launch meeting of the Subcontracting Summit included:

  • Panel: Small Business Subcontracting Experiences and Frustrations
  • OSDBU Panel: Challenges for Our Federal Advocates
  • Primes Panel: Q&A with the Big Guys
  • Congressional Perspectives and Proposed Legislation
  • Your Proposed Solutions for Legislative and Regulatory Action
  • Group Workshops: Focusing on Promising Options
The following set of solutions have been developed by the working groups that were formed on November 9 and met again three times in November and December. You are encouraged to use these solutions to file your own comments to SBA in response to its proposed rules. The solutions are in Word format so that you can select and edit to reflect your own views, or you can use them as is to file comments.

Comments are due January 6, 2012. You can file and read comments filed by other individuals at www.regulations.gov. To submit your own comments, click here.

Submit your case studies, real-life experiences, concerns, needs and proposed solutions to the US Small Business Administration by January 6, 2012, using the www.regulations.gov website. Join us on January 31 for a follow-up breakfast meeting to discuss next steps.
