Our Small Business Size Standards Summit has tackled the big issues! Set-Aside Alert and the National Federal Contractors Association (NaFCA) sponsored our solutions presentations summit on Tuesday, May 10th. This follows a two-month effort to bring a contractor-based, business issues approach to overcome the complexity of the current methodology.

The date for submitting public comments on the newly proposed changes to administrative and professional services size standards has been extended to June 15. Review these proposals. Copy or cut and paste material from these ideas into your responses, or develop your own. But, either way, RESPOND by submitting comments to SBA at www.regulations.gov! Your voice as a small business federal contractor needs to be heard!

Read the solution recommendations below, made by our working groups. Download the solution recommendations that make good business sense for you, and then Submit the download with modifications of your choice to the SBA at www.regulations.gov no later than June 15:

Solution #1: Implementation of a Multi-Disciplinary Statement of Work (SOW) Small Business Procurement Strategy.
Solution #2: To increase the number of years currently used to calculate employee- and receipts-based size standards from one year and three years respectively to five years for both.
Solution #3: To rewrite technical language of NAICS 517110-Wired Telecommunications Carriers, associated with the 1,500 employee size standard, to broaden its terms to permit more contracts to adopt this NAICS.
Solution #4: To abandon receipts-based size standards in favor of using a tiered size standard based on the number of employees - tiers may or may not be tied to contract value.
Solution #5: To create a multidisciplinary GWAC at GSA.
Solution #6: To base the definition of small on a percentage of the dominant firms in each industry.
Solution #7: To remove all responsibility for federal procurement from SBA and assign it to GSA.
Solution #8: To merge the Minority Business Development Agency with the Small Business Administration to create overall cost savings.
Solution #9: To develop a new NAICS code for Information Technology.

Set-Aside Alert does not endorse any of these proposals, but urges you strongly to get involved in the process of impacting public policy in a way that endorses, supports, promotes and builds on the strong contributions that small businesses have made in rebuilding jobs, advancing technology, saving citizens money, and providing cost-effective services and products to federal agencies and their employees.
This website will continue to provide an ongoing repository of the issues, position papers, and most importantly, proposed solutions to meet industry's desires and government's needs for successful program policy and guidance.
Our three working groups and other contributions have fleshed out these solutions for adoption or interpretation or modification. You are encouraged to participate in the rulemaking, even if you were not able to join personally in our effort. SBA needs to hear your voice and read your input.
